Yet another advance was made the other day with the Sikkim Online Gaming (Regulation) Amendment Bill being passed unanimously passed by the Sikkim Legislative Assembly, allowing for licensed online gambling in the Indian province of Sikkim.
The government of the province has been in discussions around the idea for quite a reasonable amount of time now, and has continually requested responses from the online casino gambling industry, fully involving them in any potential new jurisdiction. Unfortunately the effort is still nevertheless waiting for a significant obstacle in the form of the Information Technology (Due diligence observed by Intermediaries Guidelines) Rules 2011 as passed by the Indian federal government in early 2011. This involves all internet-related companies within India, including internet service providers, requiring them to aid in combating the growth of socially inappropriate material, which sadly includes gambling.
